Over 55 persons dead and over 2.5 mn people in 15 districts have been affected. Of them, 1.97 Mn people are from the four worst affected districts of Supaul, Saharsa, Araria and Madhepura.
Nearly 1.4 mn people have been displaced as the swollen Kosi river changed its course.
Prime Minister Manmohan Singh declared the situation as a "national calamity" and has announced an immediate assistance of Rs 10 Bn to Bihar for rescue and relief operations and 125,000 tonnes of food grains to thousands hit by the worst floods in recent memory.
